Dave Willoughby was hired as Chief of Police in December, 2006.  Prior to coming to New Richmond, Chief Willoughby was the Chief of Police in New Vienna, Ohio for four years.  He has a combined total of 19 years in police work.
     Chief Willoughby has a Bachelor of Arts Degree with dual majors in Criminology and Sociology from Capital University.  He has completed the masters program in criminal justice at the University of Cincinnati.  He is a second year law student at the Chase College of Law at Northern Kentucky University.  He is a graduate of the Police Executive Leadership College and is currently enrolled in the Certified Law Enforcement Executive program at the Law Enforcement Foundation.
     Chief Willoughby is a Domestic Violence Instructor, an alumnus of the International Association of Chief's of Police Leadership Institute on Violence Against Women, and received a scholarship from IACP to attend the 4th annual Sexual Assault Response Team training in Tampa, Florida this past May.  Chief Willoughby has also co-presented at the New Chief's Workshop, a program for new police chief's sponsored by the Ohio Association of Chief's of Police.
     Chief Willoughby is the regional coordinator for the Ohio Child Abuction Response Team.  He is responsible for 8 counties in southwest Ohio.  He also received an appointment from the Ohio Department of Homeland Security as the regional coordinator for the Law Enforcement Response Plan.

Chief Willoughby is married to Cherie.  They live in New Richmond and have two children.
